The Maharashtra Urban Development Department (UDD) has formally granted approval to the Mumbai Metro Rail Corporation (MMRC) to undertake a wide range of consultancy, engineering, and turnkey infrastructure projects both within India and internationally. The authorisation, issued through a government resolution (GR), places no restrictions on the financial value or scale of such assignments.
According to the GR issued on Wednesday, the decision is aimed at utilising MMRC’s established technical expertise and experience in executing complex urban infrastructure projects. The department noted that the corporation has developed strong institutional capability through its work in metro rail and underground construction systems.
The resolution states that MMRC is permitted to take up and execute, either independently or through contractual partnerships, major civil and infrastructure works. These include tunnels, underground structures, caverns, stations, depots, bridges, viaducts, and related large-scale engineering projects. In addition, MMRC is authorised to provide consultancy services in metro rail systems, urban transport planning, and broader infrastructure development.
It also allows MMRC to undertake turnkey, EPC (engineering, procurement, and construction), and design-and-build assignments, along with allied infrastructure and urban transport projects. Importantly, the government clarified that these activities will not place any financial burden on the state exchequer.
MMRC has already demonstrated its capabilities through the successful completion of Mumbai Metro Line 3, a 33.5-km fully underground corridor featuring 26 underground stations, one at-grade station, and a car depot. The organisation is also implementing Metro Line 11, a 17.5-km underground corridor, and is involved in several supporting infrastructure works, including rehabilitation of project-affected persons.
Additionally, MMRC is tasked with constructing approximately 43 km of underground public vestibules, further expanding its role in complex urban mobility infrastructure.
With this new mandate, MMRC is expected to extend its expertise beyond Mumbai, positioning itself as a global player in advanced metro and underground infrastructure development.
