MMRDA Withdraws Controversial Metro Line 4 Tender Condition Following Industry Objections

The Mumbai Metropolitan Region Development Authority (MMRDA) has withdrawn a disputed eligibility criterion from two Metro Line 4 tenders after contractors and industry stakeholders raised concerns that the provision would limit competition and exclude qualified bidders.

The condition, introduced in April as part of two tenders collectively valued at Rs 307.72 crore, related to station development works on the under-construction Wadala–Kasarvadavali Metro corridor. Under the original Clause 9.11, contractors, joint ventures or consortiums already engaged in two or more Mumbai Metro projects involving civil works, architectural finishing or pre-engineered building packages would have been barred from participating in the new bids.

The move drew strong criticism from infrastructure companies, which argued that the restriction would reduce the pool of eligible participants and potentially create an uneven bidding environment. Several contractors formally approached MMRDA seeking the removal of the clause after concerns surfaced that experienced Metro contractors would be excluded from the process.

Records from a pre-bid meeting held on May 4 indicate that at least six prospective bidders objected to the condition. One bidder stated, “Their experience and knowledge of metro-specific requirements would only benefit project outcomes. Restricting them could also lead to cartel-like tendencies among remaining bidders.”

Another bidder remarked, “Introducing such a clause would significantly narrow the pool of eligible bidders, raising serious concerns about adequate competition.”

While MMRDA did not officially clarify the reasoning behind the restriction, industry sources suggested that authorities were concerned about contractors managing multiple Metro assignments simultaneously and their ability to maintain project timelines.

Contractors countered that existing qualification standards already evaluate a company’s capacity to undertake additional work. As one bidder noted, “Contractors with sufficient bid capacity, resources and proven execution capability are well-equipped to handle multiple projects efficiently without compromising quality or timelines.”

Subsequently, MMRDA issued an addendum on June 5 removing the clause from both tenders. The revised documents were uploaded on June 11, and the deadline for bid submissions was extended to June 25. The tenders cover architectural finishing, plumbing, roofing, facades and entry-exit works across 10 Metro Line 4 stations connecting Wadala, Ghatkopar, Mulund, Thane and Kasarvadavali.
