Palghar Set To Become ‘Mumbai 4.0’ As Maharashtra Accelerates Mega Infrastructure Projects

The Maharashtra government is intensifying efforts to transform Palghar into the state’s next major economic hub, with a series of large-scale infrastructure projects aimed at positioning the district as “Mumbai 4.0” and driving the region’s next phase of growth.

Chief Minister Devendra Fadnavis recently reviewed the progress of several ongoing and proposed projects in Palghar, including the Vadhvan Port, Vadodara–Mumbai interchange on the Delhi–Mumbai Expressway, Uttan–Virar Sea Link, Naringi Creek Bridge and the proposed Vadhvan International Airport. These developments are expected to enhance connectivity, strengthen logistics networks and create new opportunities for trade, industry and employment.

Speaking during the visit, Fadnavis underscored the strategic importance of the district in Maharashtra’s long-term development plans.

“Palghar is becoming Maharashtra’s next growth engine. This district is not just a part of Maharashtra’s growth story. It is the chapter that will define it,” Chief Minister Devendra Fadnavis told the media.

Highlighting the combined impact of the infrastructure pipeline, he added, “These various projects are significant. Together, they will become the Fourth Mumbai, a new economic centre of gravity rising in Palghar, which is emerging as a major growth engine for Maharashtra. It is opening new opportunities in ports, transport, industry, exports and employment. This is the Maharashtra we are building, and Palghar is leading the way,” Fadnavis said.

The “Mumbai 4.0” vision is part of the state government’s broader strategy to expand the Mumbai Metropolitan Region (MMR) and reduce pressure on Mumbai by developing new economic centres. Infrastructure investments around Palghar and Vadhvan are expected to support industrial expansion, logistics and warehousing while improving regional connectivity.

Earlier this year, during the state Budget presentation, Fadnavis announced plans to increase the MMR’s economy from $140 billion to $300 billion by 2030 through the development of a third and fourth Mumbai. A logistics and warehousing hub near Vadhvan is central to this vision.

“This is planned as a new economic growth hub and envisaged as a port city to establish our state as a global trade and logistics hub,” an official from the district administration said.
