Housing prices at the Maharashtra Housing and Area Development Authority’s (MHADA) Chitalsar-Manpada project in Thane will be revised downward after Deputy Chief Minister Eknath Shinde directed the authority to apply the 2020-21 Ready Reckoner rates.
The decision is expected to provide relief to beneficiaries who had raised concerns over the higher prices fixed for the flats. Under the revised arrangement, 434 applicants who have already submitted acceptance letters following the earlier lottery will retain their allotments. The remaining flats will be offered through a fresh lottery at the revised prices, officials said.
Beneficiaries Raised Concerns Over Higher Prices
MHADA has developed 1,173 flats at the Chitalsar-Manpada project. Of these, 938 units were offered to applicants through a lottery conducted on July 14, 2025. The prices were subsequently calculated using the 2025-26 Ready Reckoner rates, leading to objections from several beneficiaries.
Officials said the project had received a partial Occupancy Certificate during 2020-21, when the housing units were priced at approximately Rs 44 lakh based on a Ready Reckoner rate of Rs 10,000 per sq ft.
However, after the project received its final Occupancy Certificate in 2025-26, the prices of the remaining units increased to around Rs 51-52 lakh, creating a significant difference in pricing within the same project.
Following complaints from beneficiaries, Shinde directed MHADA to adopt a uniform pricing mechanism by applying the 2020-21 Ready Reckoner rates to the project.
With the revised calculation, the flats are expected to be priced at approximately Rs 44-46 lakh, bringing them closer to the rates applicable when the project initially received its partial Occupancy Certificate.
The 434 beneficiaries who have already accepted their allotments will not be required to participate in the fresh lottery. For the remaining inventory, MHADA will conduct a new lottery based on the revised prices.
The move is expected to address the concerns raised by applicants over the sharp increase in housing costs and provide greater consistency in pricing across the Chitalsar-Manpada project.
