Mumbai 3.0: 124 Raigad villages set for a new urban development push

Mumbai’s next growth corridor is taking shape in Raigad, with the proposed Mumbai 3.0, also known as the Karnala-Sai-Chirner (KSC) New Town, planned across 124 villages.

Spread over 323.44 sq km across Uran, Panvel and Pen talukas, the project is being planned as a new urban centre with residential areas, business districts, commercial hubs and public infrastructure. Its location near Navi Mumbai International Airport and Atal Setu gives the project a strong connectivity advantage.

The proposed city will be linked to major transport routes, including the Mumbai-Pune Expressway, Panvel-Karjat rail corridor and the planned Virar-Alibaug Multimodal Corridor. Atal Setu also provides a direct road connection between South Mumbai and Navi Mumbai.

The master plan is being prepared by Singapore-based Surbana Jurong Infrastructure Pte Ltd, appointed by the Mumbai Metropolitan Region Development Authority (MMRDA).

The Maharashtra government aims to develop Mumbai 3.0 as a modern, globally competitive city centred on commercial, technology and infrastructure-led growth.

The project is currently in the planning stage, with a vision document and master plan under preparation. MMRDA began land acquisition in April 2026, offering landowners compensation through monetary payments, Transferable Development Rights (TDR), Floor Space Index (FSI) benefits and land pooling.
