Maharashtra Chief Minister Devendra Fadnavis has outlined a five-year infrastructure and urban development agenda for Mumbai, highlighting projects aimed at strengthening road connectivity and expanding the city’s wider metropolitan network.
Speaking to industrialists at an Avaada Group programme in Nagpur on September 20, Fadnavis discussed upcoming projects including the Mumbai Coastal Road extensions, the Thane-Borivali twin tunnels and a proposed underground connectivity loop linking the Bandra-Kurla Complex (BKC) with other major transport corridors.
“Life in Mumbai will change dramatically in future,” Fadnavis said.
Coastal Roads and Tunnel Links
According to Fadnavis, the Bandra-Versova section of the Coastal Road is targeted for 2028, while the Versova-Bhayandar section is planned for completion by March 2029.
He also highlighted the proposed Thane-Borivali twin tunnels, which are being constructed beneath the Sanjay Gandhi National Park by the Mumbai Metropolitan Region Development Authority (MMRDA). The existing 23-km journey between Thane and Borivali can take one to one-and-a-half hours, while the tunnel project is expected to substantially reduce travel time. MMRDA’s project information lists the tunnel system at 11.84 km, including 10.25 km of tunnels and 1.59 km of connectors.
Proposed BKC Underground Loop
Fadnavis also outlined plans for an underground road network around the Bandra-Worli Sea Link. Under the proposal, a tunnel would connect the sea-link endpoint with BKC and emerge near the bullet train station.
From BKC, proposed connections would extend towards Kurla, Mumbai airport’s Terminal 2 and the North Coastal Road, creating an interconnected underground route.
Mumbai Three and Mumbai Four
The Chief Minister also referred to emerging development zones as “Mumbai Three” and “Mumbai Four”. Mumbai Three covers areas influenced by the Mumbai Trans Harbour Link (Atal Setu) and the Navi Mumbai Airport Influence Notified Area.
Mumbai Four is proposed around Vadhavan in Palghar, with plans including a proposed offshore airport near Kore Beach in Virar. Fadnavis said a pre-feasibility study has been completed and a detailed project report is being prepared.
The proposed projects form part of the state government’s broader plans for infrastructure, connectivity and urban development across Mumbai and the wider metropolitan region.
