A proposed new rule for Racecourse invites public feedback

The Development Control and Promotion Regulations (DCPR) 2034 will include a new regulation. The Mahalaxmi Racecourse will be the exclusive target of the BMC’s proposed Regulation 13(10), which will not apply to any other clubs, gymkhanas, or plots within the BMC’s control that are set aside for similar uses.

Regarding the suggested change to DCPR 2034, the BMC invited public comments and suggestions on Thursday. Submissions could be made within a one-month period. While Regulation 13(10) expressly addresses the construction or redevelopment of the Mahalaxmi Racecourse, including the club or gymkhana, public park or theme park, and the racecourse stable area, Regulation 13 governs the development or redevelopment of land, structures, or premises.

Five land parcels for different amenities have been identified in the notification. Plot A is set aside for a public park or theme park and spans 29.4 acres. Plot B, a 77-acre recreation area that already exists, won’t change. Plot C, which is 1.96 acres in size, is not designated with a particular feature. 26.32 acres, or Plot D, are set aside for equestrian stables. The existing Mahalaxmi racetrack is located on Plot E, which is 34.12 acres, and the Mahalaxmi Racecourse Club/Gymkhana is located on Plot F, which is 32.17 acres.

On the 32.17-acre club plot, the BMC has planned a number of amenities, including a department store, a swimming pool, a viewing deck, stands, a clubhouse, a gymnasium, and a number of indoor and outdoor sports facilities like pickleball, squash, table tennis, cricket nets, box cricket, and football turf.
