The Thane-Borivali Twin Tunnel project is set to redefine Mumbai’s urban mobility and regional connectivity. The project has steadily progressed since its approval by the Maharashtra State Road Development Corporation (MSRDC) in September 2015.
Under the Mumbai Metropolitan Region Development Authority (MMRDA), construction officially commenced on July 13, 2024, following key approvals, including clearance from the National Board of Wildlife in February 2025.
The twin tunnels, expected to be completed by May 2028, promise to alleviate traffic on Ghodbunder Road and the Western Express Highway. However, the project’s cost has escalated from Rs 11,235.43 crore to Rs 18,838.40 crore due to additional features like a 700-meter flyover, subways, and modern amenities such as fire-fighting systems and an open road tolling system. To finance this, the Maharashtra government has authorised loans up to Rs 15,071 crore and approved a Rs 2,417 crore interest-free subordinate loan.
The project faces challenges, including land acquisition of over 57 hectares, with 40 hectares within the Sanjay Gandhi National Park. Advanced tunnel-boring machines are used to navigate complex geological conditions, while safety features like cross-connection lanes, smoke detectors, and illuminated signboards are integral to the design.
The project will boost local economies, attract businesses, and significantly improve commuters’ travel experiences, marking a milestone in Mumbai’s infrastructure development.
