15,000 Dharavi Tenement Owners Risk Exclusion From Adani-Led Redevelopment

After missing the last day to submit their eligibility documentation for alternate accommodation, some 15,000 Dharavi tenement owners may not be able to participate in the Adani Group-led Dharavi Redevelopment Project (DRP). According to officials, the deadline, which was initially scheduled for March 31st, was extended by two weeks and formally closed on April 15th.

Navbharat Mega Developers Private Limited (NMDPL)—the special purpose vehicle (SPV) managing the project—confirmed that it will now start reviewing submissions to prepare the Draft Annexure-II, which lists eligible tenement owners based on completed household surveys.

“We are now preparing the draft Annexure-II based on documents received from areas where the household survey has been fully completed,” said DRP deputy collectors. Tenement owners who did not participate or submit documents will be marked as ‘documents not received’, making them potentially ineligible unless granted a special extension later.

Nearly 100,000 structures have been physically mapped by the DRP; 94,500 of these have been given unique IDs, and about 89,000 have been digitally mapped. About 70,000 tenements have had household surveys finished thus far.

Authorities warned that those who have not been numbered or have not shown intent to participate will likely be classified as illegal structures and dealt with accordingly. However, officials clarified that structures yet to be surveyed will not be automatically marked as illegal or unresponsive.

The door-to-door survey continues in areas where numbering is complete but detailed household information is still pending. “The survey is ongoing in select pockets to ensure every Dharavikar is counted, as this is a housing-for-all project,” NMDPL said in a statement.

One of the most comprehensive slum redevelopment programs in Asia is being carried out by the DRP, an independent division of the Slum Regulatory Authority (SRA). DRP owns 20% of NMDPL, while the Adani Group owns 80%.
