MHADA Unlocks 110 Acres For Cluster Redevelopment Across Mumbai

In a strategic move to revive stalled and underutilised housing land, the Maharashtra Housing and Area Development Authority (MHADA) has announced the opening of seven large residential layouts across Mumbai for redevelopment. Located in key areas such as GTB Nagar, Motilal Nagar in Goregaon, Chandivli, Andheri, Mulund, and Backbay, these layouts span around 110 acres and offer substantial redevelopment potential.

Recognising the sluggish pace of past redevelopment efforts—hampered by developer disinterest and limited returns—MHADA is now shifting to a cluster redevelopment model. This new approach involves bundling land parcels together and offering better incentives to both builders and residents. The goal is to modernise ageing buildings, improve infrastructure, and create more spacious, affordable homes.

To support the transition, MHADA has also launched its first Citizen Facilitation Centre (CFC) at its headquarters. Equipped with AI-powered tools, the CFC will help residents track applications and access project-related information, aiming to reduce dependence on agents and increase transparency.

Layouts such as Patra Chawl and GTB Nagar, which have long been delayed due to legal or coordination hurdles, are now part of this renewed push. Similarly, Motilal Nagar’s previously approved but stalled plans are being revisited for implementation.

MHADA anticipates creating approximately 45,000 new housing units through this initiative. The authority plans to invite private developers via a bidding process, with a focus on strict eligibility checks and reduced premiums to enhance project viability. To ensure fairness and transparency, a lottery system may be used to allocate rights.

With this new model, MHADA aims to not only unlock valuable land parcels but also inject fresh, affordable housing stock into Mumbai’s increasingly congested real estate market.
