BMC Unveils 64 Slum Redevelopment Projects Across 11 City Wards

The Brihanmumbai Municipal Corporation (BMC) has issued an Expression of Interest (EoI) for slum redevelopment on 64 civic-owned plots across Mumbai, modelled on the Dharavi Redevelopment Project (DRP) — the flagship scheme undertaken by the Maharashtra state government in collaboration with the Adani Group.

This move comes three months after the BMC decided to lease out its land parcels to private developers in a bid to generate additional revenue. The redevelopment plans aim to transform existing slum clusters into high-rise buildings, providing permanent housing for eligible slum dwellers while simultaneously creating saleable flats to recover costs and raise funds.

Under this model, the ratio of rehabilitation to sale units is determined by factors such as the city’s Development Plan, Floor Space Index (FSI) norms, and the individual project’s layout. The sale component, targeting the open market, helps subsidise the cost of constructing the rehabilitation units.

Earlier this year, on 28 March, the state government had announced the redevelopment of 228 slum sites across the Mumbai Metropolitan Region (MMR), with the BMC entrusted with executing 64 of these.

Civic officials have confirmed that these projects will be implemented in accordance with the BMC’s Development Plan 2034. Appointed developers will be responsible for every stage of the project — from slum surveys and planning to construction, obtaining permissions, and post-construction maintenance.

“The plots identified were already reserved for various government schemes. Since they are owned entirely by the BMC, the likelihood of legal disputes is minimal,” a civic official stated.

Developers will be selected through a transparent tendering process, with public consultations planned before the commencement of work, the official added.

The initiative is expected to support the government’s larger vision of ‘Housing for All’ while improving urban infrastructure.
