BMC Unveils Rs 17,066 Cr Climate Budget For Mumbai

On World Environment Day, the Brihanmumbai Municipal Corporation (BMC) unveiled its second Mumbai Climate Action Plan (MCAP) with a substantial budgetary outlay of Rs 17,066.12 crore for FY 2025–26. This includes Rs 16,321.33 crore earmarked by the BMC and Rs 744.99 crore by the Brihanmumbai Electricity Supply and Transport (BEST) Undertaking.

Marking a notable Rs 7,000 crore increase from the previous year’s allocation, this year’s climate budget signals a deepened commitment to sustainable urban development. In its first MCAP, launched in June 2024, the BMC had set aside Rs 10,224 crore.

According to BMC, 86% of last year’s climate budget targets have been achieved, along with 80% of additional MCAP components. A total of 739 climate-linked activities were carried out in FY 2024–25.

The 2025–26 climate measures are categorised into direct and enabling actions. Direct actions include setting up biomethanation plants, solar panel installations, LED lighting upgrades in public buildings, PNG-based crematoriums, and dry waste sheds across wards. Further initiatives include outdoor dust mitigation systems, e-sweeper procurement, public toilet construction, sanitary napkin dispensers, and sewage treatment units.

A total of 559 community toilets with over 14,000 seats are planned, prioritising nine wards. The BMC will also focus on conserving mangrove ecosystems around the Kanjurmarg Dumping Ground, where 264.87 hectares may be impacted.

Additional Municipal Commissioner Dr Ashiwin Joshi emphasised the importance of citizen participation in reducing single-use plastic, noting that more plastic than silt is recovered from drains during monsoon clean-ups.

For the first time, BEST’s climate initiatives are included in MCAP, with plans for electric buses, renewable energy procurement, and rooftop solar. A 100% ticket concession on BEST for persons with disabilities has also been proposed.

BMC achieved 86.26% of its revised climate budget expenditure of Rs 9,132.46 crore in FY 2024–25.
