Reaffirming the Maharashtra government’s commitment to its “housing for all” mission, S.R.V. Srinivas, CEO of the Dharavi Redevelopment Project (DRP), stated that the initiative’s top priority is to complete the rehabilitation of residents efficiently and inclusively. Speaking to PTI Video, Srinivas said the plan envisions Dharavi not only as a transformed residential space but also as a thriving commercial hub, particularly for small and medium enterprises (SMEs).
The project, one of India’s most ambitious urban renewal efforts, will be implemented through a special purpose vehicle (SPV) – a joint venture between the Maharashtra government and the Adani Group. The master plan has already received state approval.
Srinivas explained that, unlike typical slum redevelopment models, which often displace ineligible residents, this project offers housing solutions for all. Eligible residents will receive free housing within Dharavi, while ineligible occupants will be offered rental accommodation in Mumbai or the Mumbai Metropolitan Region, with an option to purchase homes at market rates.
A key feature of the master plan is equitable land use, with a strong emphasis on public amenities, green spaces, and integrated infrastructure to prevent ghettoisation. The project also includes a comprehensive strategy to retain existing commercial units within the redeveloped area.
With a rehabilitation investment pegged at Rs 97,500 crore, the plan aims not just to build homes but to protect and revitalise livelihoods. Legal entitlements and property rights will replace the current uncertainty, encouraging businesses and residents to invest in their future.
Srinivas underscored that the redevelopment is about creating a well-integrated community while empowering SMEs and residents. If successful, Dharavi could emerge as a model for inclusive urban regeneration, transforming its legacy of deprivation into one of opportunity and sustainable growth.
