June 19, 2025: In a progressive move to promote inclusive urban transport, Western Railway has commenced the introduction of senior-only compartments across all non-air-conditioned local train rakes in Mumbai. The initiative seeks to enhance safety and accessibility for elderly passengers within one of the world’s most crowded suburban rail systems.
Until now, Mumbai’s local trains have offered only 14 seats reserved for senior citizens—spread across two general coaches. These are frequently inaccessible during peak hours, exposing elderly commuters to unsafe travel conditions. To remedy this, Western Railway is converting existing luggage compartments into exclusive coaches for senior citizens.
The transformation covers all 105 non-AC rakes operated by Western Railway—comprising 90 twelve-coach and 15 fifteen-coach trains. The designated senior-only coach will be the seventh from the Churchgate end and will offer seating for 13 passengers, along with standing space for 91. The project, estimated to cost Rs 5.4 crore, is already under way at car sheds in Mumbai Central and Virar, with full rollout expected within a year.
The initiative comes in response to public demand and a Public Interest Litigation filed at the Bombay High Court, which raised concerns over the risks faced by elderly commuters. Authorities have confirmed that the modified coaches will remain within the general class fare bracket and will feature clear signage and awareness campaigns to ensure compliance.
With over 3 million passengers using Mumbai’s suburban trains daily, Western Railway’s move is seen as a step towards a more equitable and sustainable urban transport system. Experts in mobility have praised the reuse of underutilised luggage compartments as a resource-conscious solution. The initiative also sets the stage for future improvements and potential expansion to Central and Harbour lines, reflecting a growing commitment to accessible and inclusive infrastructure planning.
