Bombay High Court Approves Adani-MHADA’s Rs 21,000 Crore Motilal Nagar Redevelopment Project

July 31, 2025: The Bombay High Court has dismissed a review petition filed by the Motilal Nagar Vikas Samiti, a residents’ group, clearing the way for the ₹21,000 crore redevelopment of Motilal Nagar in Goregaon West. The project, spread across 141 acres of Maharashtra Housing and Area Development Authority (MHADA) land, is being led by Adani Realty, appointed as the Consultant and Development Agency (CDA).

Touted as one of Mumbai’s largest redevelopment ventures, the initiative will be entirely funded by the developer. It includes the construction of transit homes, rehabilitation of eligible residents, and the creation of associated infrastructure and amenities.

The residents’ group had previously challenged a March 2024 High Court ruling, arguing that societies should be permitted to opt for self-development under state policy or appoint developers of their choice. They also claimed that 51% members’ consent was mandatory for redevelopment to proceed. However, the court found no merit in the arguments, ruling that no fresh legal grounds were presented.

The court upheld MHADA’s authority as the landowner to seek competitive bids and appoint private developers. Adani Realty was selected through a transparent bidding process, in line with government norms.

“This decision paves the way for redevelopment of Motilal Nagar I, II, and III,” said an official source. The redevelopment process was initiated in response to multiple Public Interest Litigations (PILs) filed in 2013, which called for action against illegal constructions in the 400-tenant colony. These PILs were eventually closed, as MHADA proposed an integrated redevelopment solution.

The High Court’s detailed order is expected soon. This ruling marks a major milestone in addressing Mumbai’s pressing housing challenges and boosting large-scale urban renewal through structured redevelopment.
