Maharashtra Sets Up Panel To Unify Metro Rail Operations Across MMR

November 11, 2025: In a major move to streamline metro rail operations across the Mumbai Metropolitan Region (MMR), the Maharashtra government has formed a high-level committee to integrate multiple metro agencies under a single unified authority.

The committee, chaired by Sanjay Mukherjee, Metropolitan Commissioner of the Mumbai Metropolitan Region Development Authority (MMRDA), will examine the current operational structure and recommend steps to bring all metro services under one governing entity—the proposed Unified Metro Rail Authority. The initiative was announced through a government resolution (GR) issued by the Urban Development Department on November 6.

According to the GR, the committee will review challenges stemming from the existing multi-agency setup and prepare a framework for a unified metro system that ensures efficiency, coordination, and improved commuter experience.

“Now that the metro lines are getting commissioned one by one and now that we, at MMRDA, have launched the Mumbai One App, where the entire journey through various modes of transport through MMR like bus, train, metro can be planned on the Mumbai One app, this step will go a long way in integrating the various metro lines which are operated today by various entities,” Mukherjee said in a post on X.

The panel will include managing directors of the Maharashtra Metro Rail Corporation Ltd (Maha Metro), Mumbai Metro Rail Corporation Ltd (MMRCL), Maha Mumbai Metro Operations Corporation Ltd (MMMOCL), and senior officials from CIDCO and the Urban Development Department.

It will prepare a roadmap for integration, covering asset valuation and transfer, operational unification, and governance structure. The committee will also study international models such as Transport for London (TfL) and Singapore’s Land Transport Authority (LTA) to guide the transition.

The panel has been directed to submit its report within three months.
