The Government of Maharashtra is advancing a large-scale slum cluster redevelopment initiative aimed at rehabilitating nearly seven lakh residents in Mumbai. The progress of the scheme was reviewed during a recent meeting of the Slum Rehabilitation Authority (SRA), where officials briefed Chief Minister Devendra Fadnavis on its scope and implementation strategy.
The programme focuses on transforming large slum clusters into integrated housing developments supported by essential infrastructure. This approach is designed to address persistent challenges such as fragmented redevelopment, stalled projects, and poor planning outcomes that have affected earlier efforts.
As part of the state’s broader housing policy, the scheme proposes consolidating smaller slum pockets into larger, more viable redevelopment zones. Authorities said the process of identifying eligible clusters is currently underway, with site selection expected to play a key role in determining project timelines.
Officials acknowledged that earlier redevelopment models, including joint venture frameworks, faced limited participation and execution hurdles. The cluster-based model is being positioned as a more efficient alternative, enabling coordinated planning and development across larger land parcels.
The meeting also reviewed progress on key projects and funding approvals. An additional ₹97 crore has been sanctioned for the redevelopment of Mata Ramabai Ambedkar Nagar and Kamaraj Nagar, taking the total allocation to ₹597 crore. The Mumbai Metropolitan Region Development Authority (MMRDA) has been appointed as the implementing agency for this project.
Further, ₹333 crore has been approved for the development of the Lokshahir Annabhau Sathe International Memorial in Ghatkopar. Authorities have also directed the provision of rental housing for ineligible slum dwellers affected by the project to prevent delays in execution.
To strengthen institutional capacity, the administration plans to absorb engineers from the Brihanmumbai Municipal Corporation into the SRA, along with contractual staff.
The cluster redevelopment model is expected to improve land use efficiency and accelerate delivery of formal housing, marking a renewed push to address Mumbai’s housing challenges.
