The Mumbai Metropolitan Region Development Authority has initiated the land acquisition process for its ambitious “Third Mumbai” project, inviting landowners across 124 villages in Uran, Panvel, and Pen tehsils to submit consent for surrendering their land parcels. Online consent forms will be made available from April 27, marking the formal start of acquisition for the planned Karnala-Sai-Chirner (KSC) New Town.
The project spans approximately 323.44 square kilometres in Raigad district and is strategically located within the influence zone of key infrastructure projects such as the Mumbai Trans Harbour Link and the Navi Mumbai International Airport. A public notification regarding land acquisition is expected to be issued shortly.
As per a state government resolution, landowners will be offered multiple compensation options. Those willing to participate can opt for monetary compensation under the Maharashtra Regional Planning and Town Planning Act, 1966, determined through mutual agreement. Alternatively, they may choose benefits in the form of Floor Space Index (FSI) or Transferable Development Rights (TDR). A third option allows landowners to receive 22.5% of their original land as developed plots within Uran, Panvel, or Pen talukas. Applicants have been asked to submit necessary documents, including Aadhaar cards and land ownership records.
Officials clarified that participation in the process is voluntary, and those unwilling to part with their land will not be compelled. The project will also avoid ecologically sensitive areas such as mangroves, forests, and Coastal Regulation Zone (CRZ) zones.
“As we shape Mumbai 3.0, our approach is firmly rooted in people-centric development. We believe that nation-building and city-building must be participatory processes. Accordingly, we are offering multiple options to landowners during the land acquisition process, empowering them to make informed choices that best suit their aspirations,” Sanjay Mukherjee, Metropolitan Commissioner, MMRDA, said. “The success of this transformation will depend on the willingness and confidence of citizens to participate, and we are committed to ensuring that this participation is both voluntary and positive,” he added.
Envisioned as a major urban and economic hub, Third Mumbai will feature a mix of residential, commercial, and institutional developments, supported by strong connectivity to key transport networks and industrial corridors.
