Mumbai has moved forward with one of its largest slum redevelopment initiatives, with the rollout of a 100-acre cluster redevelopment project in Andheri West. Located around the Gilbert Hill area, the project is the first to be implemented under Maharashtra’s newly introduced cluster redevelopment policy and is expected to reshape a densely populated section of the city.
The redevelopment plan encompasses nearly 14,000 hutments along with several existing residential structures. Once completed, it aims to provide formal housing, upgraded civic amenities, and improved infrastructure for residents, while addressing long-standing challenges related to overcrowding and inadequate urban services.
The project forms part of the Maharashtra government’s larger strategy to redevelop 19 major slum clusters across Mumbai through an integrated planning framework. Unlike traditional slum rehabilitation schemes that focus on individual plots, the cluster redevelopment model brings together multiple land parcels, including slum settlements, older buildings, vacant plots and non-slum areas, enabling redevelopment on a significantly larger scale.
Officials believe the approach will facilitate more comprehensive urban planning by creating wider roads, better drainage systems, enhanced public infrastructure and additional open spaces. The model is also expected to overcome the fragmented development patterns that have slowed redevelopment in several parts of Mumbai.
The Gilbert Hill cluster is considered strategically important due to its location in Andheri West, one of Mumbai’s key residential and commercial hubs. Rapid growth in the suburb over the past decade has increased pressure on housing and civic infrastructure, making large-scale redevelopment a priority.
The state government has proposed a dedicated implementation mechanism for such projects, allowing redevelopment to be undertaken through government agencies, private developers or joint ventures depending on project requirements. A high-level committee is expected to oversee approvals and monitor execution.
With limited vacant land available within city limits, redevelopment-led growth is becoming central to Mumbai’s urban expansion strategy. Urban planning experts believe large cluster projects can improve infrastructure efficiency, traffic movement and overall liveability, making the Andheri initiative a closely watched model for future redevelopment projects across the city.
