The Maharashtra government’s Mumbai 3.0 vision is reshaping real estate activity across the Mumbai Metropolitan Region (MMR), with developers and homebuyers increasingly turning their attention to emerging growth corridors beyond Mumbai, Navi Mumbai and Thane. Backed by major infrastructure projects and improved connectivity, these locations are witnessing rising demand, particularly for plotted developments and organised land communities.
Industry experts view Mumbai 3.0 as the next phase of the region’s urban evolution. As land availability tightens and housing costs continue to rise in established markets, peripheral locations are emerging as attractive alternatives for both end-users and investors.
Areas such as Panvel, Karjat, Khalapur, Pen and Alibaug are benefiting from large-scale infrastructure investments, including the Navi Mumbai International Airport, the Mumbai Trans Harbour Link (Atal Setu), the Virar–Alibaug Corridor, railway expansion projects and connectivity upgrades around JNPT. These developments are improving accessibility and strengthening the investment appeal of these regions.
Bhavesh Shah, Joint Managing Director of Today Group, said Mumbai 3.0 marks a major shift in the MMR’s development pattern, with multiple growth corridors progressing simultaneously. According to him, infrastructure has become the primary catalyst guiding future urban expansion.
Vishal Ratanghayra, Founder and CEO of Platinum Corp., noted that affordability continues to drive demand, particularly among younger buyers. He observed that organised plotted developments are increasingly being viewed as long-term wealth creation opportunities, supported by greater transparency and clearer land titles.
The trend is also attracting interest from non-resident Indians, second-home buyers and investors seeking lower-density living environments. Developers report growing demand for projects offering landscaped open spaces, wellness amenities, clubhouses and community-focused infrastructure.
Parthh K Mehta, CMD of Paradigm Realty, said infrastructure projects such as Atal Setu and the upcoming Navi Mumbai International Airport are enhancing the appeal of locations including Panvel, Karjat and Khalapur.
As connectivity improves and decentralised development gathers pace, market observers expect Mumbai 3.0 to evolve into a network of interconnected urban hubs, supporting the next phase of residential and commercial growth across the region.
