The Maharashtra government has outlined an ambitious vision for the Dharavi Redevelopment Project, positioning it as a large-scale urban transformation initiative aimed at creating a modern city district comparable to leading global centres such as Singapore and Hong Kong.
Speaking at an event linked to the project on Monday, Chief Minister Devendra Fadnavis said the objective extends well beyond slum rehabilitation. The plan, he noted, is to develop Dharavi into a world-class urban precinct equipped with modern infrastructure, efficient transport networks, quality housing, commercial districts and extensive public amenities.
Fadnavis stressed that the redevelopment should be viewed as a comprehensive city-building exercise rather than a conventional rehabilitation programme. According to the Chief Minister, Dharavi possesses the scale and strategic location to emerge as a benchmark for urban renewal, not only in India but internationally.
Located in the heart of Mumbai and spread across nearly 600 acres, Dharavi is among the world’s most densely populated urban settlements. It is also home to a vast network of small-scale industries, manufacturing units and businesses that contribute significantly to the local economy through annual turnover running into billions of rupees.
Officials associated with the project said the proposed master plan seeks to improve living standards while preserving Dharavi’s economic character. The redevelopment blueprint includes residential towers, commercial zones, integrated transport infrastructure, healthcare facilities, educational institutions, open spaces and community-oriented amenities.
A key objective of the project is also to formalise and strengthen Dharavi’s extensive informal economy by creating better infrastructure and growth opportunities for entrepreneurs, small businesses and local industries operating within the area.
The government’s renewed focus comes at a critical stage of implementation. Land transfer and acquisition processes are progressing, rehabilitation planning has intensified, and large-scale surveys covering residents and commercial establishments are currently underway.
Considered one of the largest urban regeneration projects globally, the Dharavi Redevelopment Project is expected to significantly alter Mumbai’s urban landscape and improve housing and infrastructure standards for lakhs of people.
However, several challenges remain central to its success, including rehabilitation planning, eligibility norms, livelihood protection and the smooth relocation of residents and businesses during the redevelopment process.
