Reliance-Led Consortium Wins Landmark 101-Acre Gilbert Hill Slum Cluster Redevelopment Project

A consortium led by Reliance Industries Limited’s real estate arm, Reliance 4IR Realty Development Limited, has secured the redevelopment rights for the sprawling Juhu Lane-Gilbert Hill slum cluster project in Andheri West, marking the group’s entry into Mumbai’s slum rehabilitation and cluster redevelopment segment.

Spread across 101.36 acres, the project is among the largest redevelopment initiatives undertaken under Maharashtra’s newly introduced slum cluster redevelopment policy. Located around Gilbert Hill — the city’s iconic 66-million-year-old basalt monolith — the project is expected to transform a significant portion of Andheri West while providing rehabilitation housing to thousands of eligible residents.

The redevelopment site extends from Juhu Lane (CD Barfiwala Road) to JP Road near Hansraj Morarji Public School. At present, the area comprises 13,634 slum structures along with existing SRA buildings, educational institutions, government offices, a private hospital, a police station, civic markets and commercial establishments.

The winning consortium includes Mahadev Realtors Juhu Private Limited, a subsidiary of Aspect Realty. The Reliance-led group emerged successful after competing against major contenders including JSW Realty and Infrastructure Pvt Ltd and Shapoorji Pallonji Real Estate Pvt Ltd. The selection was based on the premium offered to the Slum Rehabilitation Authority (SRA) as a percentage of the Ready Reckoner land value, with the minimum qualifying threshold fixed at 10%.

As part of the project obligations, the successful bidder will provide nearly ₹700 crore towards transit rent for eligible residents for an initial two-year period. Additionally, one year’s transit rent will be secured through post-dated cheques deposited with the SRA to ensure uninterrupted rehabilitation support. The consortium is also required to furnish a performance guarantee of ₹100 crore.

“The Juhu Lane slum cluster’s successful tendering process marks a watershed moment in Mumbai’s redevelopment journey,” said Mahendra Kalyankar, chief executive officer of the SRA. “The enthusiastic participation of leading corporate groups is a strong endorsement of the government’s vision and the credibility of the SRA’s redevelopment framework. This project will become a model for future cluster redevelopment projects across Mumbai.”

The redevelopment will be implemented under the provisions of DCPR 33(10) and the Maharashtra government’s slum cluster redevelopment framework approved in November 2025.
