Mumbai’s Proposed Seven-Star Floating Hotel Project Moves Ahead With Initial CRZ Recommendation

Mumbai could be home to India’s first seven-star floating hotel if a proposed waterfront development near Nariman Point secures all the necessary environmental and statutory approvals. The ambitious project has reached an early milestone after receiving a recommendation for Coastal Regulation Zone (CRZ) clearance from the Maharashtra Coastal Zone Management Authority (MCZMA).

Proposed by Rashmi Developments Private Limited, the project is part of a larger plan to create a premium marina and mixed-use waterfront destination off Cuffe Parade. The development aims to combine hospitality, tourism, business, recreation and marine transport within a single integrated complex. While the recommendation marks progress, the project remains in the approval stage and cannot commence construction until all regulatory permissions are obtained.

A key attraction of the proposal is a floating seven-star hotel planned around two nautical miles off Nariman Point. If approved, it would become the country’s first luxury floating hotel. The proposed property is expected to feature nearly 520 guest rooms, a 1,530-seat theatre, multiple restaurants, premium lounges and entertainment facilities. Guests may also have the option of arriving by speedboat, helicopter or seaplane.

Beyond the floating hotel, the project includes a marina equipped with a yacht club, conference facilities, executive lounges, cafés, retail outlets, art galleries and exhibition spaces. Plans also include serviced apartments in multiple configurations, catering to business travellers, tourists and long-term visitors. Infrastructure for a helipad, seaplane operations and future Vertical Take-Off and Landing (VTOL) aircraft has also been proposed.

The broader vision extends beyond luxury hospitality by incorporating an Inland Water Transport Terminal. The facility is intended to strengthen water-based connectivity and encourage greater use of Mumbai’s coastline as an alternative mode of transport, easing pressure on congested road and rail networks.

According to the proposal, the redevelopment will include an eight-storey structure with two basement levels and six upper floors, covering a built-up area of approximately 35,000 square metres. Since the project exceeds the prescribed size threshold, it must obtain Environmental Clearance from the State Environment Impact Assessment Authority, along with approvals from the Ministry of Environment, Forest and Climate Change and other statutory agencies before construction can begin.

Although still at the proposal stage, the project reflects Mumbai’s continued focus on waterfront development, with plans to integrate tourism, transport, recreation and commercial activities into a single coastal destination. If all approvals are granted, the floating hotel could become one of the city’s most distinctive hospitality and tourism landmarks.
