MMRDA Initiates Land Acquisition Process For Uttan-Virar Sea Link Under Mumbai-Vadhavan Coastal Corridor Plan

The Mumbai Metropolitan Region Development Authority (MMRDA) has commenced the land acquisition process for the proposed Uttan–Virar Sea Link, a key infrastructure component of the larger Mumbai–Vadhavan Expressway Corridor aimed at strengthening coastal connectivity and supporting long-term regional growth.

As part of the initial stage, the authority has issued a 15-day public notice seeking consent from affected landowners, tenants, and other stakeholders for acquisition through mutual agreement. Officials have clarified that if consent is not received within the specified timeframe, the process will proceed under applicable legal provisions, with compensation to be awarded in accordance with government guidelines.

The sea link is envisioned as a major transport upgrade connecting Mumbai with the upcoming Vadhavan Port in Palghar district. It is expected to enhance freight movement, reduce travel time, and stimulate industrial and logistics development across the Mumbai Metropolitan Region.

Project plans outline a 24.35-km main sea bridge supported by three key approach connectors at Uttan, Vasai, and Virar. Additionally, a tunnel near Arnala Fort has been proposed to ensure alignment efficiency while minimising environmental and structural disruption. These linkages will integrate the sea bridge with the existing road network, improving connectivity for both passenger and commercial traffic.

In Uttan, land acquisition covers multiple survey plots identified for entry and exit ramps. While MMRDA is currently prioritising negotiated settlements, the process has raised concerns among local residents, particularly regarding impacts on agricultural land, fishing livelihoods, and established settlements. The region had earlier witnessed resistance related to a proposed Metro car depot, adding sensitivity to the current acquisition drive.

The Mumbai–Vadhavan corridor is among Maharashtra’s most significant planned infrastructure initiatives, with the sea link expected to serve as a critical connector between Mumbai and the proposed deep-water port. By offering a direct coastal route, the project aims to reduce reliance on existing highways, improve freight efficiency, and strengthen access to emerging industrial hubs in the region.

MMRDA has stated that land acquisition will be carried out in phases alongside ongoing consultations with stakeholders. The authority will obtain all statutory clearances before proceeding to advanced construction stages.

Once completed, the Uttan–Virar Sea Link is expected to ease congestion on major road corridors, improve regional accessibility in northern MMR, and play a key role in supporting Vadhavan Port’s emergence as a major maritime gateway for India’s western coastline.
