SC Upholds CRZ Approval For Two Additional Floors At Shah Rukh Khan’s Mannat

The Supreme Court has dismissed a petition challenging the Coastal Regulation Zone (CRZ) clearance granted for the construction of two additional floors at actor Shah Rukh Khan’s Bandra residence, Mannat. The court upheld the earlier order of the National Green Tribunal (NGT), which had found no irregularities in the approval process.

A bench comprising Chief Justice Surya Kant and Justices Joymalya Bagchi and V Mohana declined to interfere with the NGT’s order dated September 16, 2025, while questioning the grounds of the petition filed by activist Santosh Daundkar.

During the hearing, the bench observed that the owners of a residential property have the right to carry out permissible modifications while following legal requirements. “They are living there. If in a residential house they want to have (additional floors) … it’s their choice. The law is broadly followed. Why should a neighbour or anybody else intervene?” the bench remarked.

Senior advocate Shoeb Alam, appearing for Daundkar, argued that the matter should not receive different treatment because it involves a well-known personality. He stated that Daundkar had earlier highlighted issues such as the Adarsh housing scam and was a recognised activist pursuing matters of public interest.

The petition had challenged the CRZ approval issued by the Maharashtra Coastal Zone Management Authority (MCZMA) for renovation and additional construction at the actor’s sea-facing bungalow in Bandra. The plea alleged that there were procedural lapses in granting the clearance.

However, the NGT had earlier rejected the challenge, stating that the petitioner failed to establish any legal violation or procedural deficiency in the approval granted by the coastal authority.

The tribunal had concluded that the permissions issued for the proposed work complied with applicable regulations and that no grounds existed to cancel the clearance.

With the Supreme Court dismissing the appeal, the CRZ approval granted for the additional floors at Mannat remains valid, providing relief to Shah Rukh Khan regarding the ongoing redevelopment of his Mumbai residence.
