The Mumbai Metropolitan Region Development Authority (MMRDA) has appointed Singapore-based Surbana Jurong Infrastructure Pte. Ltd. to prepare the planning framework for Mumbai 3.0, a proposed 323.44-sq-km urban development in Raigad district. The move marks the transition of the ambitious project into its detailed planning stage.
Under the assignment, Surbana Jurong will prepare a Vision Document, Master Plan and comprehensive planning framework for the proposed new township. These documents are expected to establish the long-term development strategy and provide a structured roadmap for future urban growth in the identified area.
Mumbai 3.0 is part of MMRDA’s broader strategy to accommodate the continued expansion of the Mumbai Metropolitan Region by identifying new areas for planned urban development. With the project spread across a sizeable portion of Raigad, the proposed township is expected to play a role in shaping the region’s future growth pattern.
Surbana Jurong’s appointment brings international expertise in urban planning, infrastructure development and city management to the project. Singapore, where the company is based, is widely recognised for its integrated approach to land-use planning and infrastructure development.
The Vision Document will establish the overarching objectives for Mumbai 3.0, while the Master Plan and planning framework will translate those objectives into a more detailed spatial and development structure. The exercise is expected to examine how the large land parcel can be organised to support future urbanisation in a coordinated manner.
The appointment is also significant as the project moves beyond the conceptual stage towards a formal planning process. The immediate assignment, however, is limited to preparing the planning documents and does not involve the execution of individual infrastructure or real estate projects.
For MMRDA, the exercise comes amid increasing pressure on the Mumbai Metropolitan Region to accommodate population and economic growth while ensuring the planned expansion of infrastructure.
Once completed, the Vision Document and Master Plan are expected to serve as the foundation for subsequent stages of Mumbai 3.0, guiding how the proposed 323.44 sq km development in Raigad evolves within the wider metropolitan region.
