The Mumbai Metropolitan Region Development Authority (MMRDA) has completed around 60% of the physical work on a 600 tonnes per day (TPD) integrated solid waste processing facility being developed in Badlapur for urban areas in Thane district.
The facility is being created to serve Ambernath, Kulgaon-Badlapur and Ulhasnagar and is being supported under the KfW-funded Mumbai Metropolitan Region Urban Infrastructure Improvement Programme (MMRUIIP).
Developed under a Design-Build-Operate-Transfer (DBOT) model, the project will include a Material Recovery Facility (MRF), facilities to process biodegradable waste and a sanitary landfill. The objective is to establish a more systematic approach to municipal waste treatment across the participating urban local bodies.
Focus on Scientific Waste Processing
MMRDA said the facility is designed around reducing waste, recovering reusable resources and ensuring scientific disposal.
“The project is based on waste minimisation, resource recovery and scientific disposal. Once operational, the facility will have the capacity to scientifically process 600 TPD of municipal solid waste generated by the participating urban areas.”
The facility is expected to lessen dependence on open dumping and traditional landfill practices. Recyclable materials such as paper, plastic, metal and glass will be recovered, while biodegradable waste will be converted into compost. The plant will also produce Refuse Derived Fuel (RDF).
Environmental and Sanitation Benefits
According to MMRDA, scientific waste treatment could help reduce problems associated with unmanaged garbage, including odour, pest breeding and fire risks. Treatment of leachate is also planned to minimise potential contamination of soil and groundwater.
Multiple Agencies Involved
Implementation requires coordination between MMRDA, the three participating urban local bodies, KfW Development Bank, consultants, contractors, technology providers and statutory agencies.
“The project involves coordination among the authority, the three participating ULBs, KfW Development Bank, the Project Management Consultant, contractors, technology providers and statutory authorities,” the MMRDA statement said.
The authority has conducted stakeholder reviews, advanced site development in phases, facilitated approvals and cleared legacy waste from the location.
“We are maintaining regular engagement with KfW Development Bank to ensure compliance with applicable environmental, social and governance requirements.”
Supporting a Circular Economy
The project is also intended to encourage resource recovery and recycling, reducing dependence on virgin materials.
“Scientific processing of biodegradable waste could also help reduce methane emissions associated with unmanaged waste disposal,” said the statement.
MMRDA expects the facility to create employment during construction and operations and provide more structured livelihood opportunities for informal waste pickers by integrating them into the formal waste-management system.
Once operational, the Badlapur facility is expected to strengthen waste processing capacity and support cleaner, more sustainable urban development across the Mumbai Metropolitan Region.
