The University College London (UCL) and Mumbai Metropolitan Region Development Authority (MMRDA) have entered into a strategic partnership to bring international expertise in climate resilience, sustainable infrastructure and urban planning to the Mumbai Metropolitan Region (MMR).
As part of the collaboration, the two institutions will work towards establishing a Centre of Excellence focused on Climate-Resilient Urban Systems and Sustainable Urban and Regional Development. MMRDA said the proposed centre could be the first initiative of its kind in India at the metropolitan scale, with an international university acting as its knowledge partner.
The centre is expected to facilitate joint research, innovation, professional training and knowledge exchange addressing the region’s growing urban and environmental challenges.
AI, Digital Twins to Support Regional Planning
The partnership will examine the use of Artificial Intelligence, climate analytics, digital twins and advanced environmental data systems to improve infrastructure planning and management.
Areas covered will include transport systems, public utilities, buildings and ecological assets. The collaboration will also explore climate-adaptive planning, nature-based solutions, energy efficiency, emissions reduction and environmental sustainability.
Research could include climate-risk modelling, energy mapping, environmental impact assessments, carbon-footprint reduction, circular-economy practices and infrastructure resilience. The institutions will also study international practices aligned with India’s commitments under the Paris Agreement and the United Nations Sustainable Development Goals.
Climate-resilient asset management will be another key focus, including predictive maintenance, infrastructure health monitoring, risk-based decision-making and AI-enabled monitoring systems.
Research, Training and Knowledge Exchange
The partnership will support professional development in climate science, resilient urban planning, environmental governance, disaster-risk reduction and sustainable mobility.
UCL and MMRDA will explore joint research, grant applications, fellowships, staff exchanges, visiting scholar programmes and student mobility. Potential academic initiatives could also include postgraduate collaboration, PhD co-supervision and 1+1 programmes.
Workshops, conferences, seminars and joint research publications are also planned.
The partnership will additionally focus on inclusive climate transitions by considering the needs of marginalised communities in infrastructure and development decisions.
The agreement follows a Memorandum of Understanding signed between MMRDA and UCL during the Invest Maharashtra launch. The MoU was signed by MMRDA Metropolitan Commissioner Dr Sanjay Mukherjee, Professor Geraint Rees, Vice-Provost at UCL, and Sam Balch, Director at UCL.
Chief Minister Devendra Fadnavis welcomed the collaboration, saying it could combine global academic expertise with regional development experience. Deputy Chief Minister Eknath Shinde also backed the initiative, while Mukherjee said the partnership would help convert research in climate risk, AI and digital twins into practical solutions for a more sustainable and resilient MMR.
