In a move to unlock vacant housing inventory and expand rental options in Mumbai, MHADA is preparing to bring more than 500 flats left unsold in its housing lotteries onto a dedicated online rental platform. The proposed portal will also explore private developer participation and digital mechanisms for resolving landlord-tenant disputes.
The Maharashtra Housing and Area Development Authority (MHADA) is set to enter the rental housing market with a dedicated digital platform expected to go live by the end of November 2026. The authority plans to begin with over 500 flats that failed to attract buyers in its housing lottery schemes, offering them as rental accommodation.
The initiative seeks to address two challenges in Mumbai’s housing market: vacant residential inventory and the growing need for accessible rental accommodation. The proposed portal will provide prospective tenants with information on available properties, including their locations, rents and facilities, enabling them to connect directly with property owners.
By creating a common digital platform, MHADA aims to reduce the role of intermediaries in rental transactions and help tenants avoid additional brokerage costs.
The proposed platform will also incorporate an e-court facility to address disputes arising between landlords and tenants. MHADA is working on this mechanism following a state government notification designating Divisional Commissioners of Police (DCPs) as competent authorities to handle rental housing disputes in Mumbai. The integration is expected to bring dispute resolution into the proposed digital ecosystem.
Private Housing Inventory May Also Be Included
The authority is looking beyond its own housing stock to expand the portal’s reach. Discussions have been held with real estate industry bodies, including CREDAI-MCHI and NAREDCO, to explore the possibility of allowing private developers to list vacant homes for rental purposes.
If implemented, the arrangement could bring a wider range of residential properties onto the platform and encourage developers to utilise unsold or unoccupied inventory through rentals rather than keeping homes vacant.
State Explores Rental Housing Policy Across MMR
The portal is also aligned with Maharashtra’s broader plans to develop a structured rental housing market across Mumbai and the Mumbai Metropolitan Region (MMR). The proposed rental housing framework envisages earmarking around 30-40% of homes in upcoming housing projects for rental accommodation.
The policy has also proposed monthly rents of up to Rs 15,000 for homes measuring up to 400 sq ft. Another key provision under consideration is ensuring that affordable rental housing is located within approximately 15 minutes of railway or Metro stations.
The proposed measures are intended to expand accommodation choices for working professionals, students and migrant employees who move to Mumbai for employment and education but may not be ready to purchase homes.
With the initial listing of more than 500 MHADA flats, the November launch could provide the first operational step towards a wider rental housing framework in the MMR.
