October 24, 2025: The Brihanmumbai Municipal Corporation (BMC) has invited Requests for Proposals (RFPs) for the Rs 980 crore Deonar abattoir modernisation project, which aims to create a state-of-the-art, species-specific slaughter facility under the Public-Private Partnership (PPP) model. Of the total project cost, around Rs 250 crore has been earmarked for core operational components.
As part of the modernisation plan, dedicated units will be established for different livestock categories — buffalo, goat/sheep, pig, and poultry — ensuring hygienic, efficient, and humane processing. The proposed capacities include 1,100 buffaloes, 10,000 goats/sheep, 500 pigs, and 40,000 poultry birds per day.
The turnkey project will encompass the planning, design, construction, and commissioning of key infrastructure, including lairages, administrative buildings, a skill development centre, food court, bio-methanisation unit, and effluent treatment plant.
Under the PPP model, the selected private partner will develop and operate the species-specific abattoirs to cater to the meat demand within the Mumbai Metropolitan Region while also supporting export and value-added processing. The project will function on a 20-year Build-Operate-Transfer (BOT) concession, under which the private partner will finance the facilities, offer slaughter and quartering services at BMC-regulated rates, and share a portion of revenue with the civic body.
A civic official stated, “The abattoir will be modernised for humane slaughter using automated electrical stunners, group stunning pens, and CO₂ stunning technology. Common infrastructure facilities, developed on a turnkey basis, will provide essential support services, public amenities, and operational systems to create a modern, hygienic, and integrated facility.”
The initiative is expected to make Deonar abattoir one of the most advanced and eco-friendly meat processing centres in Asia, aligning with Mumbai’s broader goal of sustainable infrastructure development.
