BMC Leases 15 Acres Of Mulund Dumpsite To Adani-Led NMDPL For Dharavi Redevelopment Works

November 04, 2025: The Brihanmumbai Municipal Corporation (BMC) is set to lease 15 acres of the Mulund dumpsite to Navbharat Mega Developers Private Limited (NMDPL)—a special purpose vehicle (SPV) led by Adani Properties—for the Dharavi Redevelopment Project (DRP). The leased land will be used to establish casting yards and ready-mix concrete (RMC) plants to support the massive housing and infrastructure development under the Dharavi revamp.

According to official records, Adani Properties Private Limited holds 80% of NMDPL’s shares, while the Slum Rehabilitation Authority (SRA) owns the remaining 20%. As per BMC documents, the civic body will lease the site for five years at an annual rent of Rs 18.35 crore, generating a total revenue of Rs 91.78 crore.

The Mulund landfill, spread over 24 acres, has been operational since 1968 and was ordered shut in 2018 following a court directive for scientific closure. Since then, the BMC has cleared around 50 lakh metric tonnes (MT) of the 70 lakh MT of accumulated solid waste. “As of today, around 50,000 MT of solid waste remains within the 15-acre portion, which has been allocated to NMDPL, and it will be cleared before they start using it formally. They will be using the land parcel for creating a casting yard and setting up ready-mix concrete (RMC) plants for the larger DRP project,” a senior civic official told The Indian Express.

The Mulund casting yard will play a crucial logistical role by facilitating construction activities in the salt pan lands of Mumbai’s eastern suburbs, easily accessible via the Eastern Express Highway.

Meanwhile, the BMC has also awarded a Rs 2,540 crore contract to Navayuga Engineering Company Limited (NECL) for clearing the Deonar dumpsite, marking another key step in Mumbai’s waste management and redevelopment efforts.
