December 19, 2025: The Centre has given its approval for the development of a ‘world-class’ marina in Mumbai Harbour, with an estimated investment of Rs 887 crore, marking a major push for maritime tourism and waterfront redevelopment in the city. According to an official statement, the project will be executed through a hybrid development model involving both public and private investment.
Under this model, the Mumbai Port Authority will invest around Rs 470 crore to build the core marine infrastructure, while a private operator will develop the onshore facilities with an estimated investment of Rs 417 crore. The statement added, “Tenders have been floated, with bids scheduled to close on Dec. 29, 2025.”
Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal said the marina project would play a transformative role in opening up Mumbai’s waterfront. “The project will create world-class infrastructure, open the waterfront for public use, encourage private investment and generate new employment opportunities,” he said.
Planned across nearly 12 hectares of water area within Mumbai Harbour, the marina will have the capacity to berth 424 yachts, each up to 30 metres in length. The marine infrastructure will include key components such as an approach trestle, piled breakwater, service platforms, pontoons and gangways. These facilities are being designed to ensure safe, efficient and modern yacht operations that meet international standards.
The private developer will be responsible for creating a wide range of onshore amenities aimed at promoting maritime leisure and tourism. These include a marina terminal building, the Namo Bharat International Sailing School, a maritime tourism development centre, hotel and clubhouse facilities, a skill development centre, and dedicated yacht stacking and repair infrastructure.
Officials said the project is expected to significantly enhance Mumbai’s maritime profile, attract international yachting activity, and generate employment across tourism, hospitality and marine services. Once completed, the marina is likely to become a key landmark along Mumbai’s waterfront, integrating leisure, training, tourism and commercial activities in a single hub.
