December 22, 2025: Mumbai is set to get a world-class marina in its harbour with the Union government approving a Rs 887-crore project aimed at strengthening coastal shipping, maritime tourism and waterfront-led development in the country’s financial capital. The proposed facility, titled the ‘Viksit Bharat Mumbai Marina’, has received clearance from the Ministry of Ports, Shipping and Waterways.
Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal described the approval as a milestone for India’s blue economy ambitions. “This approval of the ‘Viksit Bharat Mumbai Marina’ marks an important step in our efforts to strengthen coastal shipping and maritime tourism. Guided by the vision of Prime Minister Narendra Modi ji, the project will create world-class infrastructure, open the waterfront for public use, encourage private investment and generate new employment opportunities. It will help position Mumbai as a global maritime tourism hub while advancing India’s broader blue economy goals,” Sonowal said.
Planned across nearly 12 hectares of water area, the marina will be capable of accommodating 424 yachts measuring up to 30 metres in length. The marine infrastructure will include an approach trestle, piled breakwater, service platforms, pontoons and gangways to ensure safe and efficient berthing and movement of vessels.
In addition to the water-side facilities, a private operator will develop extensive onshore infrastructure. This will include a marina terminal building, the Namo Bharat International Sailing School, a maritime tourism development centre, a hotel and clubhouse, a skill development centre, and facilities for yacht stacking and repairs.
The project aligns with major national initiatives such as Maritime India Vision 2030, Maritime Amrit Kaal Vision 2047, the Sagarmala Programme, the Cruise Bharat Mission and the Mumbai Port Authority’s Port Master Plan 2047.
Implementation will follow a hybrid model. The Mumbai Port Authority will invest around Rs 470 crore to build core marina infrastructure on an EPC basis, while the private partner will invest approximately Rs 417 crore in onshore facilities. Tenders have been floated, with bids closing on December 29, 2025. “This project reflects PM Narendra Modi ji’s vision of positioning Mumbai as a global marina destination. The project will strengthen maritime tourism, attract private investment and create over 2,000 jobs across allied sectors, while opening new opportunities in coastal and blue economy activities,” Sonowal added.
Once operational, the marina is expected to significantly improve public access to Mumbai’s waterfront, generate over 2,000 jobs and reinforce the city’s standing as a major maritime tourism and cruise hub.
