MPCB Intensifies Anti-Pollution Drive, Orders Closure Of 10 RMC Plants Across MMR

January 9, 2026: The Maharashtra Pollution Control Board (MPCB) has intensified its enforcement drive against air pollution in Mumbai and the Mumbai Metropolitan Region (MMR), ordering the shutdown of ten ready-mix concrete (RMC) plants and recovering penalties amounting to ₹84 lakh. The action follows directions from the Bombay High Court and targets dust-generating units, particularly RMC plants and large construction sites identified as major contributors to air pollution.

The inspections were carried out by MPCB flying squads under the supervision of Chairman Siddhesh Kadam and Member Secretary M. Devendra Singh (IAS). Over the last two days, teams inspected 44 RMC plants and construction sites across the region. Several facilities were found violating environmental norms related to dust suppression, material handling, and waste management. Depending on the nature and severity of violations, officials issued closure orders, interim directions, or proposed further action.

RMC units ordered to shut included Swaminarayan Lifespace in Dombivli and J.R.B. Infrastructure in Kalyan. Other plants facing closure were Shri Ram Enterprises in Ambernath, Prism Johnson and L&T in Bhiwandi, Krishna Constructions in Dahisar Mori, Prakash Engineers and A.P. Constructions in Turbhe, Gajanan Saidatt Associates in Virar, and R.D.S. Project in Worli.

In addition to these closures, MPCB issued proposed directions to 17 RMC plants and interim directions to four others. Officials also inspected 29 large construction projects currently underway in MMR, recommending proposed directions in five cases. The measures focus on enforcing dust control protocols, including covered transportation of materials and proper storage of cement and aggregates at construction sites.

Since December, MPCB teams have inspected 240 RMC plants across MMR and imposed cumulative penalties of ₹4.35 crore for non-compliance. Many units were found to have disregarded earlier warnings on emissions and site maintenance. As part of continued enforcement, the board has also recovered bank guarantee penalties of ₹84 lakh from 17 RMC plants located in Kalyan, Navi Mumbai, and Raigad.

According to officials, M. Devendra Singh (IAS) has been reviewing air pollution control measures on a daily basis, with MPCB indicating that the enforcement campaign will continue to ensure sustained compliance and accountability among polluting units.
