BMC Pushes Ahead With Road Concretisation Drive, Plans Next Expansion Phase

The Brihanmumbai Municipal Corporation (BMC) is continuing its large-scale road concretisation programme across Mumbai, while simultaneously preparing for the next phase of expansion. The initiative focuses on upgrading road infrastructure by replacing asphalt and paver block surfaces with durable concrete to minimise potholes and extend road life across both the island city and suburbs.

Launched under the guidance of the then chief minister and current deputy chief minister Devendra Fadnavis, the project’s initial phases were estimated at around Rs 12,000 crore. Civic officials said work under the first two phases remains in progress. Phase I covered nearly 324 km across 698 roads, while Phase II includes 377 km spanning 1,420 roads. In total, more than 1,333 km of roads have been concretised so far, forming a substantial portion of the planned 2,050 km network. Authorities are prioritising the completion of pending stretches before the monsoon to limit disruptions to traffic and public transport.

At the same time, the BMC is working on estimates for a proposed third phase, likely to cost about Rs 2,500 crore. Planning efforts include identifying additional road stretches, evaluating technical requirements, and ensuring compliance with municipal budgeting and tendering norms. The upcoming phase is expected to further expand the concrete road network, improving durability and reducing maintenance needs.

However, the project has drawn criticism over execution and coordination. Some newly completed roads have reportedly been dug up soon after completion for utility works, raising concerns about planning gaps. One such instance involved a stretch on St Andrew’s Road in Bandra West, where excavation followed shortly after completion due to infrastructure upgrades.

Concerns have also been raised about transparency in tenders, particularly a Rs 3,200 crore contract for western suburbs road works. Civic authorities have maintained that all procedures adhere to regulations, with a focus on timely completion, quality, and safety.
