Maharashtra Plans AVGC Hubs, Creator Complex To Boost Gaming Ecosystem: CM Fadnavis

In a significant move to strengthen the state’s Orange Economy, the Maharashtra government has announced plans to establish 12 AVGC (animation, visual effects, gaming and comics) hubs aimed at fostering a robust ecosystem for game development and digital content creation. Alongside this, a large, modern facility for content creators is proposed on a 50-acre parcel near the Navi Mumbai International Airport, envisioned as a comprehensive hub featuring e-sports arenas, production studios, and plug-and-play digital infrastructure.

Chief Minister Devendra Fadnavis announced while inaugurating Gen O: Pixels & Play and the Global Esports Games Finals in Mumbai on Thursday. Interacting with members of the creator community, he emphasised the government’s intent to nurture the sector. “Maharashtra is creating a supportive environment to develop gaming, the creator economy and digital infrastructure. The state is actively working to bridge the gap between creators and brands.”

Addressing monetisation challenges faced by creators, Fadnavis highlighted ongoing efforts to build stronger industry connections. He also referred to a recent discussion with Neal Mohan on enhancing opportunities for creators through policy support and ecosystem development under the state’s AVGC framework.

To encourage structured career growth in animation and gaming, the government has set up the Indian Institute of Creative Technology (IICT). The institute will operate on a hub-and-spoke model, providing professional training and access to advanced infrastructure for aspiring talent.

On the digital front, the Chief Minister noted that fibre connectivity has already reached 70% of Maharashtra’s 40,000 villages. “The government aims to provide high-speed, lag-free internet to every village within the next two to three years,” he said.

Responding to suggestions on governance transparency, he added that the state may explore live-streaming key government activities. On a lighter note, he remarked, “If my daughter decides to make a career in gaming, she will have my full support. Regardless of the field, hard work is the key to success.”
