Patra Chawl Redevelopment Back On Track Under MHADA After Prolonged Setbacks

The long-pending redevelopment of Patra Chawl in Goregaon has regained momentum under the Maharashtra Housing and Area Development Authority (MHADA), nearly two decades after the project was first proposed. The initiative aims to replace ageing chawl structures with a modern residential complex while prioritising tenant rehabilitation and affordable housing.

Initially launched in 2008, the project was designed to rehouse 672 tenants and generate additional housing supply. However, progress was repeatedly derailed by legal disputes, financial concerns and developer-related issues, leaving residents in prolonged uncertainty.

The redevelopment was originally awarded to Guru Ashish Construction Pvt Ltd (GACPL), a subsidiary of Housing Development and Infrastructure Limited. The firm was responsible for rehabilitating tenants, building housing stock for MHADA and monetising parts of the project. Authorities later alleged that the developer violated terms by selling development rights and raising funds without fulfilling rehabilitation commitments, prompting an investigation by the Enforcement Directorate.

In 2018, after years of delays and unpaid rent to displaced residents, MHADA terminated the developer’s contract and assumed control of the project.

Residents bore the brunt of these disruptions, with many families relocated to transit housing for extended periods. Legal disputes involving multiple stakeholders further slowed progress, intensifying concerns around compensation and delivery timelines.

The revised plan envisions residential towers with modern amenities such as lifts, parking and improved open spaces. Alongside rehabilitation units, the project will also include additional affordable housing and commercial spaces to support local economic activity.

Located in Goregaon, the site benefits from strong connectivity and proximity to essential infrastructure, including schools, hospitals and major road networks. While some buildings are nearing completion and residents have begun moving in, other sections remain under construction.

Despite renewed progress, challenges related to execution, infrastructure capacity and rehabilitation remain. The project now stands as a critical test of Mumbai’s ability to deliver large-scale urban redevelopment effectively and transparently.
