In a significant step toward accelerating the Dharavi Redevelopment Project (DRP), the Maharashtra government has handed over 118 acres of land in Mukteshwar, Malad-Malvani, to the project authority. This move will enable the special purpose vehicle (SPV), Navbharat Mega Developers Pvt Ltd (NMDPL), to begin detailed planning and construction of rehabilitation housing for eligible residents.
NMDPL is a joint venture between the Maharashtra government and the Adani Group, formed specifically to execute the ambitious Dharavi redevelopment plan. The newly allotted land will primarily be used to accommodate Dharavi residents who cannot be rehabilitated within Dharavi itself.
According to officials, this marks the third major land parcel transferred to the DRP, following earlier allocations at Mother Dairy in Kurla and the Jamas Saltpan area in Mulund. The Malad site will cater mainly to upper-floor residents and those who entered Dharavi between January 1, 2011, and November 15, 2022. These beneficiaries are expected to be shifted to planned, modern housing developments across the Mumbai Metropolitan Region (MMR).
Officials clarified that while the ownership of the land will continue to rest with DRP/SRA, development rights will be exercised by the SPV for project execution. The total value of the 118-acre parcel is estimated at around ₹540 crore, of which ₹135 crore has already been paid by NMDPL as premium.
One official stated, “Out of the 140 acres of land earmarked in Mukteshwar, 118 acres have been handed over so far, while 22 acres are still under litigation.” Overall, the state has identified around 540 acres across MMR for rehabilitation and affordable housing under the project.
This includes parcels in Kurla, Kanjur, Bhandup, Mulund, and portions of the Deonar dumping ground, all intended to support large-scale resettlement. Authorities believe the land transfer will speed up construction activity and enable phased redevelopment, with an estimated 1.25–1.5 lakh housing units planned to rehabilitate nearly 10 lakh residents over the next seven years.
