The Brihanmumbai Municipal Corporation (BMC) has initiated the process to develop a digital platform aimed at improving the monitoring and management of construction and demolition (C&D) waste across Mumbai. The civic body has issued an Expression of Interest (EOI) to appoint a technology service provider for designing, operating, and maintaining an integrated C&D Waste Management Portal.
According to the EOI document, the proposed system will include a web-based management platform along with mobile applications and integration with multiple existing BMC systems. The platform is intended to enable end-to-end tracking of construction and demolition waste generation, collection, transportation, disposal, approvals, and enforcement activities throughout the city.
The scope of work includes integration with BMC’s AutoDCR system to automatically retrieve approved building plan information and populate Waste Management Plan details. The platform will also connect with Solid Waste Management systems, GIS and mapping databases, billing mechanisms, and grievance redressal platforms.
BMC stated that the selected agency will be required to develop secure APIs using RESTful architecture along with JSON or XML data exchange formats to support both real-time and batch synchronisation between departments. The system will also feature role-based access controls, Single Sign-On functionality for officials, and integration with authorised authentication systems.
The civic body has outlined several cybersecurity and compliance requirements for the platform, including HTTPS protocols, SSL certification, encryption standards, audit logging, and periodic vulnerability and penetration testing. The selected vendor will additionally conduct integration testing, system testing, and user acceptance testing before the platform becomes operational.
As per the commercial framework mentioned in the EOI, BMC will bear the initial costs related to design, development, deployment, pilot implementation, and training. The appointed agency will then manage operations and maintenance for an initial five-year period, covering hosting, upgrades, support services, and future modifications.
The EOI further stated that operational costs may be recovered through user charges, service fees, or transaction-based revenue models approved by BMC. Shortlisted firms will also be required to conduct technical demonstrations and pilot deployments before final selection under the Request for Proposal process.
