The Maharashtra Coastal Zone Management Authority (MCZMA) has reduced the scale of the proposed ‘9 PBR Navi Mumbai’ luxury residential development in Nerul after identifying Coastal Regulation Zone (CRZ) concerns linked to parts of the project site.
The high-end project, being developed by Adani Realty and Mistry Construction along Palm Beach Road in Navi Mumbai, was originally planned with nine residential towers and a clubhouse. However, MCZMA observed that two towers and portions of the clubhouse partially fall within CRZ-II limits under the approved Coastal Zone Management Plan (CZMP), 2019.
Following a revised proposal submitted by the developers, the authority permitted only Towers 2 to 8, which are located outside CRZ boundaries. The revised layout was reviewed during the 197th MCZMA meeting held on May 11, 2026.
The project site is located near ecologically sensitive stretches adjoining mangroves, mudflats and the Panvel creek close to TS Chanakya, an area that has frequently witnessed disputes over coastal development activities.
According to official meeting records, MCZMA had earlier clarified during its March 2026 meeting that any construction would need to remain restricted to non-CRZ portions of the land parcel.
The project has also faced objections from environmental activists, who alleged that parts of the development overlap with wetlands and tidal zones. Concerns were additionally raised over alleged tree cutting and claims that the land was initially earmarked as part of a larger golf course project.
The proposal has undergone multiple regulatory approvals over the years. MCZMA had earlier issued CRZ recommendations for the broader golf course and country club project in 2018 under older CRZ regulations, while the State Environment Impact Assessment Authority granted environmental clearance for the residential development in December 2019.
Responding to the allegations, a spokesperson for Mistry Construction stated that the project had obtained all required permissions and complied with applicable regulations.
“In fact, the construction and the project is in full compliance with all legal provisions and is also RERA registered,” the spokesperson said.
