BMC To Introduce AI-Based ‘CIVIT TWIN’ System For Faster Building Approvals In Mumbai

The Brihanmumbai Municipal Corporation (BMC) is preparing to roll out an artificial intelligence-driven building approval platform called “CIVIT TWIN” after receiving approval from the Chief Minister, marking a major step towards digitising and automating Mumbai’s real estate approval framework.

The proposed system is expected to overhaul the city’s building permission process by using artificial intelligence, machine vision and automated scrutiny tools to reduce delays and improve transparency in the construction sector.

According to details shared by Keval Valambhia, Chief Operating Officer of CREDAI MCHI, the platform will integrate AI into multiple stages of the approval and compliance process. The system is designed to conduct more than 10,000 compliance checks while reviewing project proposals and technical submissions.

Officials associated with the initiative stated that the platform will automatically retrieve required records and documents, reducing repeated submissions and minimising coordination between departments. The system will also analyse architectural plans, drawings and layouts using AI-enabled image recognition and machine vision technology.

Authorities said one of the major features of CIVIT TWIN is its ability to identify errors, missing information and by-law deviations before formal scrutiny begins. This is expected to help applicants rectify issues in advance and reduce the possibility of rejections and repeated corrections.

The platform will reportedly include 12 AI-powered agents that will assist applicants throughout the approval process by identifying incomplete documentation, incorrect entries and development regulation violations. WhatsApp-based support services are also expected to be integrated into the system.

Mumbai’s building approval process has long faced criticism for delays, extensive paperwork and manual intervention. Industry stakeholders believe the AI-driven platform could help reduce approval timelines, lower project holding costs and improve predictability for developers and investors.

Speaking earlier at a NAREDCO event in Mumbai, BMC Commissioner Ashwini Bhide had emphasised the importance of technology-led reforms in streamlining approvals. “A city is not just about buildings but about the quality of life it offers,” she had said.
