BMC To Relaunch Mumbai Smart Parking Tender With Revised PPP Model

The Brihanmumbai Municipal Corporation (BMC) is preparing to float a fresh tender for the implementation, operation, and maintenance of a citywide smart parking system after its earlier attempt failed to attract a sufficient number of qualified bidders. The project is planned under a Public-Private Partnership (PPP) framework and aims to bring technology-driven management to Mumbai’s on-street and off-street parking infrastructure.

The previous bidding process was scrapped after repeated deadline extensions failed to generate adequate participation from experienced agencies. To make the project more attractive and commercially viable, the civic body has now revised several financial and technical conditions before reissuing the tender.

One of the major changes includes the removal of the requirement for operators to pay property tax on public off-street parking facilities. The BMC is also revisiting eligibility norms and evaluating additional revenue-generating opportunities within the project structure. Officials believe these measures will encourage greater interest from companies specialising in large-scale smart mobility solutions.

The proposed system is intended to provide motorists with real-time updates on parking availability across Mumbai through a unified digital platform. Users will be able to locate, reserve and pay for parking spaces using a mobile application or web portal, reducing the time spent searching for parking and helping ease traffic congestion.

According to civic officials, the revised tender will prioritise agencies capable of delivering end-to-end solutions that integrate physical infrastructure with advanced software and analytics platforms. Earlier bidders reportedly did not meet the required standards in terms of experience and operational capabilities.

The smart parking network is expected to incorporate technologies such as AI-enabled surveillance cameras, video analytics, magnetic sensors and automated boom barriers to monitor vehicle movements and occupancy levels in real time. Motorists will also receive information about parking charges and slot availability before beginning their journey.

The BMC had initially invited proposals for the integrated project last year after combining separate software and hardware tenders into a single contract. The upcoming tender marks the civic body’s latest effort to establish a comprehensive digital parking ecosystem aimed at improving traffic management and parking efficiency across Mumbai.
