Mumbai is set to witness its first large-scale cluster redevelopment project under the Slum Rehabilitation Authority (SRA), with three major real estate players competing to undertake the ambitious 100-acre Juhu Galli redevelopment scheme in Andheri (West).
The project, officially known as the Juhu Galli SRA Cluster Redevelopment Scheme, spans approximately 101.36 acres between Juhu Galli (C.D. Barfiwala Road) and the rear side of Hansraj Morarji Public School. The redevelopment area comprises nearly 28,061 slum dwellings, residential tenants and property owners, making it one of the city’s largest urban renewal initiatives.
Unlike conventional slum rehabilitation projects, the cluster redevelopment model allows for the integrated redevelopment of slum settlements along with old dilapidated structures, tenant-occupied buildings, vacant plots unsuitable for independent development and selected private properties. The objective is to facilitate comprehensive urban planning while creating modern civic infrastructure and improved living conditions.
For the first time, some of India’s leading corporate real estate developers have entered the SRA bidding process. Shapoorji Pallonji Real Estate, Reliance 4IR Realty Development Ltd and JSW Realty & Infrastructure Pvt Ltd have submitted bids for the project.
“Three top corporate players have submitted their bids and each has submitted a deposit of Rs 175 crore. There will be a technical evaluation of all the bids and then they will be submitted to the high-powered committee (HPC) of the state govt. Once the HPC approves it, the financial bids will be opened. Development of open spaces, playgrounds, schools, health facilities and other basic amenities is also part of the plan,” said SRA CEO Mahindra Kalyankar.
Highlighting the significance of the initiative, Kalyankar added, “For the first time in the history of SRA, a system of complete transparency, competitive bidding process and complete cessation of LOI trading has been implemented. The corporate sector, conscious of its social and ethical commitment, is participating in this process and taking the initiative to provide a better and dignified standard of living to the slum dwellers.”
The project includes around 61.4 acres of slum land within the larger parcel. Following approval from the state government’s High-Powered Committee, the selected developer will move forward with implementation.
Officials believe the cluster model will enable planned redevelopment with improved roads, open spaces, social infrastructure and public amenities, setting a new benchmark for large-scale urban regeneration in Mumbai.
