The Brihanmumbai Municipal Corporation (BMC) is set to launch an integrated online portal for monitoring construction and demolition (C&D) waste by the end of July, aiming to ensure complete tracking of debris generated across Mumbai and curb illegal dumping.
The new platform will monitor the generation, transportation and disposal of construction and demolition waste, ensuring that every kilogram of debris produced in the city is accounted for.
A key feature of the portal will be the introduction of a soil exchange platform, a first-of-its-kind initiative by the civic body. The platform will enable developers, contractors, infrastructure agencies and other stakeholders to source excavated soil for activities such as backfilling, land development and infrastructure projects, promoting the principles of a circular economy.
Under a standard operating procedure (SOP) issued by the BMC, all generators of construction and demolition waste, including government agencies such as MMRDA, Mumbai Port Authority (MbPA), MHADA, Indian Railways, the Public Works Department (PWD), Metro Rail, Slum Rehabilitation Authority (SRA), utility service providers and infrastructure agencies, will be required to register on the portal. Projects outside the AutoDCR system will also be brought under the new framework.
The initiative is intended to prevent illegal disposal of construction waste in mangroves, drains, roadsides and other environmentally sensitive areas, while ensuring proper accountability for debris generated across the city.
The portal will be integrated with the existing AutoDCR system, Vehicle Tracking and Monitoring System (VTMS) and an online payment gateway. Through VTMS, the BMC will be able to monitor vehicles transporting debris and track waste from its point of generation to its final disposal.
Officials said project proponents will continue to submit detailed waste management plans outlining the quantity of demolition, excavation and construction waste expected from their projects and obtain a no-objection certificate (NOC) from the Solid Waste Management (SWM) department. However, registration on the new portal will now also be mandatory.
According to civic officials, construction and demolition waste will be transported to the BMC’s processing facilities at Dahisar and Shilphata, while excavated soil will either be taken to the Deonar landfill or supplied to agencies requiring earth for approved development and infrastructure works.
