The Maharashtra government has announced the Mumbai Transformation Plan 2027, a comprehensive roadmap aimed at accelerating infrastructure development, improving connectivity and strengthening housing opportunities across Mumbai and the wider Metropolitan Region. The plan places major emphasis on road infrastructure, Metro expansion, urban redevelopment and creation of new economic hubs.
Chief Minister Devendra Fadnavis said the initiative is designed to position the Mumbai Metropolitan Region (MMR) as a global economic centre, with an ambition to contribute towards an economy of $825 billion by 2047. The roadmap includes the development of 30 new business hubs, 30 major transport projects, Water Metro services, an EduCity and long-term planning for Third Mumbai and Fourth Mumbai.
The government highlighted several key infrastructure projects that are either under construction or planned, including the Goregaon-Mulund Link Road tunnel, North Coastal Road, flyovers, railway overbridges and multiple east-west connectivity corridors. According to officials, infrastructure projects worth Rs 12.26 trillion are currently being executed or planned over the next three years, with Metro expansion and multimodal transport integration forming a major component of the strategy.
Housing development and redevelopment remain central pillars of the plan. The government said self-redevelopment initiatives, MHADA cluster redevelopment schemes and the Dharavi Redevelopment Project will play a crucial role in increasing housing supply.
The Chief Minister stated that the Dharavi Redevelopment Project is expected to be inaugurated by the Prime Minister within the next one and a half years. He added that nearly 10,000 houses could be ready initially, while industrial units in the area would receive a GST exemption for the first five years. MHADA is targeting around 1.08 lakh homes, while the Dharavi project is expected to rehabilitate nearly 1.6 lakh units.
Addressing concerns over the Mumbai-Pune Expressway Missing Link following a landslide incident, Fadnavis said traffic movement was restored within 18 hours and IIT experts have been asked to suggest corrective measures. He described the project as an engineering achievement and urged that infrastructure initiatives should not become subjects of political criticism.
The government also highlighted cultural and environmental initiatives, including the Dr Babasaheb Ambedkar International Memorial at Indu Mill and the Balasaheb Thackeray Memorial, both expected to be completed by January 2027.
Maharashtra also reported an increase in mangrove cover, rising from 302.70 sq km in 2021 to 315.09 sq km. The government further stated that it would examine pending demands related to the Funnel Zone, PTS and PAP housing, additional 0.5 FSI benefits, a unified public transport ticketing system and the extension of Metro Line 2B to Chita Camp-Koliwada.
