Maharashtra Seeks Centre’s Nod For JICA-Funded Uttan-Virar Sea Link

Maharashtra Chief Minister Devendra Fadnavis has approached the Centre seeking approval for Japan International Cooperation Agency (JICA) funding for the Mumbai-Vadhavan Expressway Connectivity Project, which includes the proposed Uttan-Virar Sea Link.

Fadnavis recently met Union Finance Minister Nirmala Sitharaman in New Delhi and requested assistance in securing JICA financing for the major infrastructure project. According to the chief minister, Sitharaman assured him of positive consideration and support for the initiative.

55-km connectivity corridor

The Uttan-Virar Sea Link forms Phase 1 of the larger Versova-Virar Sea Link project. According to the Mumbai Metropolitan Region Development Authority (MMRDA), the first phase will cover 55.12 km. It includes a 24.35-km sea bridge along with 9.32 km of connecting roads at Uttan, 2.5 km at Vasai and 18.95 km at Virar.

The project was initially planned by the Maharashtra State Road Development Corporation as the Versova-Virar Sea Link before being transferred to MMRDA. In 2024, the project was divided into phases, with the Uttan-Virar stretch designated as Phase 1. The Virar-Palghar section is being considered separately.

Boost for northern MMR

The proposed sea link is expected to strengthen connectivity between Mumbai and the northern parts of the Mumbai Metropolitan Region. It is also planned to improve access to residential, commercial and industrial areas while supporting development along the northern MMR corridor.

The project is part of the wider Mumbai-Vadhavan Expressway Connectivity Project, which aims to improve road access towards the upcoming Vadhavan Port. It is also expected to connect with other major transport corridors, strengthening the region’s coastal road network and improving access to the Delhi-Mumbai Expressway.

JICA funding under consideration

The state is exploring external assistance to finance the large infrastructure project. Earlier estimates had put the cost of the Uttan-Virar sea bridge and connecting roads at around Rs 87,427 crore, though project modifications have led to revised cost estimates.

JICA has previously supported major infrastructure projects in Mumbai, including the Mumbai Trans Harbour Link and Mumbai Metro Line 3.
