Maharashtra is stepping up its infrastructure and industrial development as it works towards its ambitious goal of becoming a USD1 trillion economy. The state, already India’s largest sub-national economy, recorded a Gross State Value Added of more than Rs 3.95 lakh crore in FY25, according to BT’s India@100 research.
Under Chief Minister Devendra Fadnavis, the government is advancing major projects including the Mumbai-Nagpur Samruddhi Expressway, Navi Mumbai International Airport, Vadhavan Port and the proposed Third Mumbai. These projects are expected to improve connectivity, attract investment and create new industrial growth centres across the state.

Fadnavis said Maharashtra has a Gross State Domestic Product of around $660 billion and contributes nearly 14% of India’s GDP. The state is targeting further growth through a $100 billion multimodal infrastructure programme covering projects such as Vadhavan Port, the Mumbai-Ahmedabad bullet train, the new Pune Airport and metro networks in Mumbai, Pune and Nagpur.
Maharashtra accounts for 31% of India’s foreign direct investment and 15% of national exports. The state is also expanding manufacturing through automobile, defence, pharmaceutical, electronics, textile and steel clusters.
Industrial development is being extended beyond established centres. Gadchiroli and Chandrapur are emerging as major steel and mining hubs, with investments from companies including Lloyds Metals and JSW Group. More than 40 projects in the two districts are expected to attract nearly ₹6.7 lakh crore and generate over two lakh jobs.
The state is also promoting new-age sectors. Maharashtra already hosts more than 700 Global Capability Centres (GCCs), while its GCC Policy 2025 aims to attract 400 additional centres and create nearly four lakh skilled jobs. Growth is being encouraged in cities such as Nashik, Nagpur and Chhatrapati Sambhajinagar.
Meanwhile, the Third Mumbai initiative is being developed across 323 sq km covering 124 villages. The proposed Raigad-Pen growth hub, along with Edu City, Medi City and the Aerocity around Navi Mumbai airport, is expected to create new commercial, educational and healthcare opportunities.
With expanding renewable energy capacity, improved logistics and large-scale industrial projects, Maharashtra is positioning infrastructure, manufacturing and emerging technology sectors as key pillars of its long-term economic growth.
