The Brihanmumbai Municipal Corporation (BMC) has proposed investing Rs 18.25 crore to improve road safety at 48 accident-prone locations across Mumbai. Pragati Enterprises has been recommended for the contract after emerging as the lowest bidder, quoting 36% below the civic body’s initial estimate.
The 18-month project will introduce road dividers, thermoplastic road markings, traffic signboards, pavement markers and traffic islands at high-risk junctions across Mumbai city, the eastern suburbs and the western suburbs. The proposal is scheduled for discussion before the standing committee and the respective improvements committees on Wednesday.
The 48 accident hotspots were identified using a list provided by the joint commissioner of police (traffic). According to the BMC, Mumbai has approximately 2,000 km of roads spread across 475 sq km. Rising vehicle numbers on this network have contributed to congestion and accidents at major junctions, flyover approaches and exits, as well as entry and exit points along the Coastal Road and east–west connecting routes.
The proposed measures follow discussions at District Road Safety Committee meetings conducted every six months for Mumbai city and suburban districts, in line with Supreme Court directives on road safety.
The civic body initially estimated the work at Rs 22.17 crore excluding GST, based on the USOR-2023 schedule of rates. Five contractors submitted bids, which were opened on July 10, 2026, after technical scrutiny. Pragati Enterprises quoted Rs 14.19 crore excluding GST, ahead of C R Shah, A S K Construction Company, Kamala Construction Company and Shreeji Infraspace Pvt Ltd.
A civic official said, “The proposed contract price is Rs 18.25 crore, including 18% GST and the specified contingencies. The detailed estimated cost, after adding water charges, sewerage charges and supervision charges, works out to approximately Rs 22.08 crore,”
The contractor must also provide an additional security deposit of approximately Rs 5.32 crore because its bid is substantially below the estimate. The deposit must be submitted within 15 working days of work acceptance.
The contract excludes the monsoon period and includes defect liability provisions of 12 months for road markings and six months for kerbstone and divider painting. Funding will come from the roads and traffic department’s capital works budget for 2026–27 and 2027–28.
