CREDAI Bengaluru President Zayd Noaman Bats For Mumbai-Style Redevelopment To Unlock Land Potential

Zayd Noaman, President of CREDAI Bengaluru, has called for the adoption of a redevelopment model similar to Mumbai’s to address the growing land constraints in Bengaluru. Highlighting the city’s ageing infrastructure, he noted that Bengaluru is home to numerous 30–50-year-old buildings that could be redeveloped to unlock valuable land in key urban areas.

“In Mumbai, redevelopment has proven to be a successful way to deal with limited land availability. There’s no reason why Bengaluru can’t implement a similar approach,” Noaman said in an interview with HT.com. He added that CREDAI is in active discussions with policymakers and legislators to create a redevelopment framework suited to the unique needs of India’s tech capital.

With land prices soaring and availability shrinking in the city centre, redevelopment could be a strategic solution. Noaman emphasised that the process would take time due to legal and regulatory changes and the need for public consensus. “Redevelopment benefits everyone—from developers and homebuyers to the government, which stands to earn substantial revenue,” he said.

He also pointed out that while prime residential development is difficult due to high costs, special-grade projects could make such ventures viable. “If we don’t act now, we risk missing a critical window of opportunity,” he added.

Beyond redevelopment, CREDAI is working to modernise land administration. With over 230 members in Bengaluru, the association is collaborating with Bruhat Bengaluru Mahanagara Palike (BBMP) to streamline the e-Khata process, especially for large developers.

“Our focus is on digitising land records like RTCs and simplifying mutation procedures,” said Noaman. “Though the transition will have challenges, digitisation will ultimately improve transparency, efficiency, and support sustainable urban development.”
