The Maharashtra state government is exploring the construction of a two-tier road-cum-rail bridge over Vasai Creek to significantly enhance connectivity between Mumbai, Virar, the upcoming Vadhavan Port, and the Delhi-Mumbai Expressway. This innovative infrastructure, the first of its kind in the Mumbai Metropolitan Region (MMR), aims to integrate two major projects — the Uttan-Virar Sea Link (UVSL), approved by MMRDA on May 2, and the proposed Metro Line 13 between Mira Road and Virar.
Together estimated to cost over Rs 94,000 crore, the projects are expected to be primarily funded by the Japan International Cooperation Agency (JICA).
Initially envisioned as a Versova-Virar sea link, the UVSL now focuses on an eight-lane expressway connecting Uttan, Vasai, and Virar. Once completed, the project will ease congestion on major arterial routes like the Western Express Highway and Link Road. MMRDA officials highlight that the project will unlock economic potential in northern MMR, improve mobility, and enhance quality of life. Chief Minister Devendra Fadnavis has called it a “monumental leap” in infrastructure development.
The MMRDA is also planning to integrate the 23-km Metro Line 13 (Purple Line), which connects Shivaji Nagar in Mira Road to Virar, into the same bridge structure. This integration will avoid redundant construction and optimise space usage. The proposed two-deck design will likely feature a road on one level and the metro line on the other, though configurations may change during detailed planning.
The bridge is expected to feature orthotropic steel deck spans, similar to those used in the Atal Setu, ensuring durability and seismic resilience. With 72% funding from JICA and the remainder from the state government and MMRDA, the project marks a significant stride toward a better-connected, future-ready MMR.
